Most rulings are issued from the bench in open court. Of course those rulings, like all court proceedings, are recorded by the court reporter and will be transcribed upon request and payment of costs. Those legal issues and cases which require additional study may be taken under advisement with a written opinion, sometimes titled 'Reasons For Judgment' being issued.
